Information for Ukrainian men of military age (23–60 years) about a proposed legislative amendment

On 25 June 2026, the Minister for Immigration and Integration submitted a bill proposing amendments to the Ukraine Special Act.

If the bill is adopted, the general rule will be that certain Ukrainian nationals will no longer be granted a residence permit under the Act on Temporary Residence Permits for Persons Displaced from Ukraine (hereinafter the Special Act). The proposed amendment only concerns applicants who are subject to the mobilisation rules in Ukraine, currently men aged 23 to 60.

The bill proposes that:

  • Ukrainian men aged 23 to 60 will only be granted a residence permit under the Ukraine Special Act if they can provide documentation that they are exempt from military service.
  • Ukrainian men under the age of 23 will only be granted a residence permit until they reach the age of 23. After that, their residence permit cannot be extended unless they can provide documentation that they are exempt from military service.

If the bill is adopted, the new rules will apply to all applications for a residence permit under the Ukraine Special Act submitted on or after 25 June 2026. However, applications submitted on or after 25 June 2026 for which a decision is made before the new rules enter into force will be processed under the current rules of the Special Act.

If the bill is adopted, the Danish Immigration Service will assess whether residence permits granted under the Special Act to Ukrainian men aged 23 to 60 who applied for a residence permit on or after 25 June 2026, and whose residence permits were granted before the new rules entered into force, should be revoked. The Danish Immigration Service will contact any persons whose residence permit may be revoked as a result of the amendment.

The proposed amendments will not affect persons who have already been granted a residence permit under the Ukraine Special Act and who submitted their application before 25 June 2026. This also applies when they later apply for an extension of their residence permit.
